Bureau of Standards, Metrology and Inspection (BSMI) of Ministry of Economic Affairs promoted to establish technical standards, inspection and validation platform as well as validation tests for low carbon light vehicles end of 2009.Thirtysix technical standards, including fuel cells, hydrogen storage tanks full scooter performance and safety had been planned to be established, fourteen drafts among them had been completed and another eleven drafts are under CNS (Chinese National Standards) review. These national standards for hydrogen fuel cell scooter will be published in the near future. BSMI also hopes to keep in track with international standards through international conferences and communications as well as involve activities in international standard drafting and product validating. Automobile and scooter are major source of pollution and noise to urban areas. Transportation sector contributes 14％ of total amount of state carbon dioxide emission according to EPA, as a result demands for green transportation is growing up.
Scooters and automobiles are two of the major sources of air pollution and noise to the urban area. Hydrogen fuel cell is a matured technology, clean and silent, and can be applied on automobile and converted it into green vehicle. Fuel cell has high potential in transportation. As regulations, codes and standards are incomplete and cost is high, fuel cell vehicles are still on earlier stage of commercialization. By lowering the cost, price and mass production, a new wave of green transportation revolution will come true very soon.
As scooter industry is well developed and local market volume is about 800 thousands per year ranking 7th in the world, Taiwan is well fit to develop clean and eco friendly fuel cell light vehicles. Eight of Top ten scooter market countries are in Asia, a regional cooperation will be helpful to establish common regulations, codes and market.
BSMI is planning a standard validation program for fuel cell light vehicles. BSMI Xizhi office was chosen as new home of the monitoring center for Taipei region. Validation test will be conducted on the planned routes while data will be collected on usage of vehicles for reference of updating technological standard in the future and building an inspection database. Domestic and foreign manufactures will be welcomed to participate this program.
